6. Subject: Gas Stove Lighting Delay in Cold Weather – Clarification from GAIL*
As temperatures drop, a few residents have reported a slight delay in gas flow when lighting stoves. We checked with GAIL and here’s what they shared: "Telephonic Response from GAIL: During cold weather, gas can contract slightly, which may cause a brief delay of a few seconds before normal flow resumes. This is not related to electricity supply or any fault in the pipeline. A similar delay can occur if gas hasn’t been used for a few days.
What you can do when piezo electric lighters do not work:
Try using a matchbox or plasma lighter, it may take a few seconds for the gas flow to normalize as you light the gas. This is a normal seasonal occurrence and not a cause for concern."

2. Security Deposit Payment to GAIL Gas (as per your email ideally 4500Rs or 5500Rs) and Grill Cost of Rs 450 towards SCMC

Please ensure you have paid to cover the cost of grill Installed at the base of each building that Controls supply to the entire building (Rs 450 per flat) and ensure you have filled the same in the register at the helpdesk. Some people have not shared the flat#, or, the same has not been reflected in the bank Statement, and hence, are requested to fill and sign the sheet at the helpdesk. This is to enable reconciliation of payments to be marked against flats,
- subscribers are requested to make an entry of the transaction (UTR reference# or bank transfer reference) at the South City Helpdesk
- There are 15 transactions where the flat number has not come through in the transaction, those who have made a payment are requested to kindly visit the south city helpdesk, share the transaction reference and make an entry in the register.

Our resident Gana sir found this work around. Some residents reported that the security deposit payment page was hitting errors. Gana sir found that when he switched from using Airtel Broadband WIFI to Mobile internet the system worked. Request residents to try this out.

Limitation of Liability of Regarding GAIL Gas Setup
1. Independent Status & Non-Agency
The Residents' Welfare Association (RWA) / Association ["SUGRUHA/SCMC/JLL Members/Volunteers"] facilitates coordination with GAIL Gas Limited ("GAIL") purely as a voluntary service to residents. The Association, its managing committee, designated coordinators, and volunteers operate strictly as independent intermediaries. They do not act as agents, employees, partners, or legal representatives of GAIL Gas Limited.
2. Financial and Material Non-Liability
All infrastructure, pipelines, installations, supply operations, billing, and maintenance are owned, executed, and managed exclusively by GAIL. Consequently:

No Individual Liability: No volunteer, coordinator, or management committee member of the Association shall be held personally, financially, or materially liable for any actions, omissions, negligence, delays, structural damage, accidents, or operational failures caused by GAIL or its authorized contractors.

No Association Liability: The Association itself bears no financial or material responsibility for any monetary disputes, service disruptions, property damage, or safety incidents arising from the setup, installation, or ongoing supply of GAIL Gas.
3. Direct Recourse
Any grievances, claims, damages, or disputes related to the GAIL Gas infrastructure or service must be taken up directly with GAIL Gas Limited. By utilizing or opting into the GAIL Gas network within the premises, residents and owners explicitly acknowledge that the Association's volunteers and coordinators are held harmless against any legal or financial ramifications.
UPDATES
This page contains regular updates on the project as well as other useful communications on GAIL Gas. The implementation team is moving building-wise to check the installations and verify the safety etc. Since these installations were done several years ago, it is important that they do the due diligence with the deliberation that is needed for the same. This is a very important activity of GAIL and they have their own processes that they follow to ensure that all safety checked are cleared and all issues resolved. Only after that is done, the respective block / riser (ie., pipeline that services a particular series of apartments) is charged with gas and observed for sometime before opening up the connections in that series of apartments.

Dear South City Residents,
As we move toward a safer, modern, and more sustainable infrastructure at South City, the transition to GAIL Piped Natural Gas (PNG) has reached a critical phase. We require the immediate cooperation of all residents to ensure a smooth transition and avoid severe disruptions to your household gas supply in accordance with notification from GAIL reproduced below

GAIL Gas Notification: South City to be declared LPG Free by End - target June 2026, provided specific Buildings are activated on GAIL Gas (PNG)
Please take note of the following critical updates and mandatory guidelines:
- Strict Adherence to Schedule (No Rescheduling)
- South City is on the list to ensure a LPG free zone by End of Jun 2026
- The GAIL team is currently stretched thin across the city and have prioritized South City after significant follow-up
- If you miss your slot, it will cause immense delays and may result in your apartment being left without a functional gas connection. As the team will move to different apartment complex/residential area/project after this.
- The GAIL team has deployed multiple workers to our complex based on specific schedules requested - Please do not request to reschedule the workers.
- Transition to an LPG-Free Society
- Working with oil and gas corporations, Centrally, GAIL will completely shut off the supply of LPG cylinders to our complex once building-level activations take place.
- Proactive drive to install meters right now is to accelerate this transition and prevent any inconvenient loss of cooking gas for your household.
- Urgent Call to Action
- For those reliant on LPG who haven't registered for GAIL Gas : You are requested to apply for your PNG connection without further delay. Please pay the security deposit immediately, given the high priority and urgency GAIL is currently demonstrating. Please note 2.1 above.
- Pending Installations: If you do not have a meter or pipeline installed up to your cooktop yet, please share your flat number in the form linked below immediately so we can compile the final list for the GAIL team. - Mandatory Safety Standards vs. Aesthetics
We understand that some residents have raised concerns regarding the appearance of the new PNG pipeline, specifically the yellow color and its visibility inside kitchen areas.
Please be advised: The yellow color and specific installation parameters are not discretionary choices made by the Association or the contractors. They are strictly mandated by GAIL safety protocols and regulatory compliance standards.
These guidelines are built on industry safety practices and lessons learned from serious gas-related incidents in the past. The color-coding and routing are designed for easy identification, damage prevention, and emergency response.
Safety takes absolute precedence over individual aesthetic preferences. Any deviation from these standards compromises the safety of the entire building and will not be permitted.
GAIL Gas Notification: Guidelines for Apartment Owners regarding GAIL Gas (PNG)
- No Unauthorized Modifications
If you require any modifications to an already installed setup, do not engage with the on-site contractors. - Billing and Meter Placement
GAIL billing operates on a self-reading model where residents must upload a photo of the meter. To avoid long-term inconvenience, kindly request the contractors to install the meter at an easily accessible and convenient height for taking photos.

The long-term benefits of a safe, continuous, and environmentally friendly gas supply far outweigh temporary inconveniences. Reducing traffic pollution / congestion (owing to cylinder movements, reduced noise of cylinder delivery).

Additional teams of 5 members are being deployed to accelerate and continuously work to provide GAIL gas to enable internal pipelines. Please contact Harry to schedule your apartment once the necessary GAIL and SCMC payments are completed. This is applicable to c and d clusters which are safety audit complete.
The existing team is being deployed to enable safety audit fixes for the other 12 buildings.

The verbal update from GAIL (Shri Tapan Shukla) is that the safety audit for all buildings in South city is complete.
They are short of labor due to heavy demand, who are expected to be avaliable by this week to start fixing the findings and also address the audit findings. They expect to complete this soon. .

Please note GAIL safety audit is performed at building level which is what we are tracking, unless they detect an issue with a specific flat they will not visit each flat at this stage, this will be covered during the activation of each flat. Per this as of now C1, C2, C3(series 5, 6, 7, 8) are cleared by the Gail safety audit team and is handed over to GAIL operations and maintenance team. C3 (series 1, 2, 3, 4) Pending fixes for audit findings identified as part of GAIL safety audit.

We escalated the matter of delays in connecting individual flats with PNG supply, to the higher authorities in GAIL, through the Bangalore Apartment Federation (BAF).
The updates available to us are as below:
1. C3 (part 2), D Cluster (3 Buildings), A Cluster (2 buildings) B9, B1, B2 pipelines are expected to be charged over the next 2 weeks starting Monday, April 6, subject to safety audit clearance.
2. The size of the Site installation team to provide connections to individual flats will be increased from next week, to speed up such connections.
We would like to clarify the limited role of our volunteer teams is only ensuring that the supply pipelines to each block is charged with GAIL Gas. On any issues specific to your apartment you must only deal with GAIL's contact persons, as below:

Assigned BP Number starting 4000*** The then plan was No-Flexi Standard. This includes first 90 Day supply included The initial SD Amount to be paid: Rs 5500. This will be payable to GAIL Gas Should you believe you have made the Security Deposit payment, please share the bank statement that shows payment has been made to GAIL in 2018/19, any payments received by GAIL will be accounted for. Therefore contact Gail on the 2 email ids provided in this article attaching the snapshot of the payment proof.
The 90 day supply starts when the meter moves from 0000 reading. Please note those customers/residents, who registered for gail gas connection from 01.01.2018 to 30.03.2018, only those registered customers will get promotion scheme(90 days Free gas), and the eligible customer list will be shared shortly. In case of extended travel, or submit the form at the GAIL Office In HSR on your return In case you fall under Category 1, 2 or 4 you could take actions as listed under each category As of now no payment is required. Yes, the change is being done as per latest govt regulations. The GAIL Gas team will visit, inspect the stove/hob and confirm if the nozzles can be replaced. Yes. If you are going away, you can visit the GAIL Gas HSR office to raise a request for temporary disconnection
No. If you have submitted a temporary disconnection application at the office, GAIL Gas does not charge any upfront fees for the period of non-usage
You need to submit a temporary disconnection application form at the nearest GAIL Gas office. No email or phone avenue is avaliable as of today to set this up. |

The project was initially launched by Pavithran working with information from his contacts that GAIL has launched the service in 2018. However after a few electrical issues the work was stopped in 2019, Covid being another dampner to the initiative.

Background:
Way back in 2018, Pavithran (Sugruha board member) had received information from his friend in MECON who was a consultant for GAIL Gas that GAIL is supplying piped natural gas to apartment complexes. This project was initiated with full force, and homes were fitted with meters etc. However, due to technical issues and COVID hitting us, this progress was halted.
